EC proposes lowering anonymous political donations from Rs 20,000 to Rs 2,000

Published

Aiming at reforms and transparency in donations received by political parties, the Election Commission has proposed to reduce anonymous political donations from Rs 20,000 to Rs 2,000.

The sources said that the election panel wrote a letter to the Union Law Ministry recommending various amendments in the Representation of the People Law.

The Commission recently removed 284 non-compliant Registered Unrecognized Political Parties (RUPPs), declaring more than 253 of them inactive. Previously, the Department of Income Taxes raided several such entities across the country on charges of tax evasion.

Political parties currently have to disclose all donations above Rs 20,000 through their contribution report which is submitted to the EC.

The sources said that the Commission has proposed lowering the ceiling for cash donations made to political parties from Rs 20,000 to Rs 2,000. If the proposal is approved, all donations above Rs 2,000 will form part of the contribution report submitted to the Commission.

There are some political parties that have shown contributions above Rs 20,000 as nil, while their audited statement showed receipt of huge amounts, all below the Rs 20,000 limit.

The polling panel has also proposed limiting cash donations to 20 percent or a maximum of Rs 20 million to cleanse election financing of dirty money.

The sources said the proposed amendments will also lead to keeping a separate account for election-related receipts and payments by the candidate and the same should be transparently disclosed to authorities as election spending.
In addition, the Commission also wants each candidate to open a separate bank account for electoral purposes that will have all the details related to all expenses and receipts as part of the electoral expenses.

The sources said that the electoral reforms proposed by the Electoral Commission also include the segregation of foreign funds from party funds for greater transparency in the financing of political parties.
